Is there a tool available that we could use tomigrate our current self hosted jira install to an on demand jira instance?
There isn't a migration tool per se. If you decide to move forward, the versions need to match. If you don't want to upgrade the existing enviroment, you could backup/export that data and spin up an evaluation running the latest version so you can import then export.
Either way you'll need to export the data from the self host JIRA install:

Then import that into OnDemand:

Make sure you don't have any dependencies on plugins that aren't available with OnDemand or you eliminate the need for those prior to your migration.
