Can you disable this notification? (from the attachment) That is sent to the user at the time when the administratr logs on to their account?

That's not doable at the moment.
There was a feature request for that, but was rejected by Atlassian with 'Won't fix' resolution. Please check:

While I was one of the users who initially voted for that feature request, I understand that it would potentially cause security issues.
What I'd like to request instead would be that administrators could configure user's items (personal filters, dashboards, boards) without having to login as the user.
