Our customer has JIRA Cloud and we too, we both pay for our instance in the cloud, it is possible to join one project between both accounts, in order to use the proper accounts for each team member?

The two systems you have are separate distinct installations of JIRA.  They don't share anything.

If one of you were on a Server installation of JIRA, then there are some options around mirroring a project (it would be duplicated in both systems and updated by both), but I'm not aware of any Connect add-ons or a method to connect two Cloud systems so that they can do that.
