Is there any way to test a new workflow on a medium sized project without porting the project over? Cloning it?
There's add-ons but only for server based JIRA, not Cloud, which we have.

Unfortunately there's no way of cloning a project in Cloud. My suggestion in this case would be to export issues from another project via CSV, and them import it into this project to test the workflow. Please see Importing Data from CSV for more details about this.
