Do we have to use a server version of Confluence to let access our partners without paying for them ?

This question is in reference to Atlassian Documentation: Add, edit and remove users

We have Confluence in the cloud and have partners who need to get access to private pages. Do we have any other solution rather than installing a server version and manage access by ourself ? In fact, we are also paying for partners in the server version. At least, it is cheaper.

If it's only read access that they require, then it might be easier/cheaper to use the Instant Websites addon: https://marketplace.atlassian.com/plugins/instant-websites/overview and then figure out how to hide those pages behind a login.
