when i create an issue using customer portal (raising the request behalf of of some one else) i should get the email notification instead of the person that i am requesting , is that possible with Jira?

Check on your profile (click on the top right corner) if the My Changes setting is set to Notify Me. If it is, then you should be getting the notifications.
