How do I set up a space for Confluence Ondemand such that every page has a certain macro and copyright notice at the bottom of the page.

Which version you are using.
Which options you see when you visit the page Space Administration >Space Theme, you can configure the space theme from there and add space footer etc. I will suggest a good plugin to make you comfertable in doing these things https://www.adaptavist.com/display/Plugins/Packs. this is my personal opinion so its upto you to use or not. Read all the documentations before going for it.

you can go to space admin and check the available options..
Before that check with the support people if its available or not.
