I'd like to know if can I share a dashboard/wallboard with a single user?

No, but you could create a group with a single user and share dashboard/wallboard with him

No, currently you can share dashboards/filters only with groups or projects or with everyone. Not sure about wallboards (never used them), but I guess it is the same.
