Issue action/button "Request Information"

I'm evaluating JIRA OnDemand and have seen a generel presentation on YouTube where the Action/button called "Request Iformation" is visible on a issue. Very nice indeed. But I can't find it in my default OnDemand installation. I think it's a workflow/comment thing. Is it there?
