It seems like notifications are set up generally for issues and I cannot change notifications to be based on Story vs. Sub-Task. I would like to receive notifications for Stories but not for a status change on every sub-task. Can notifications be configured that way?

Currently Jira does not provide Notification scheme / issue type. This is a feature request on Jira. here's the link. Feel free to go in and vote for this feature if it is affecting your work.

There is however a custom plugin created by Rakesh that is developed for this feature. Also see the comment from Scott Farquhar in the last link where he suggests a possible workaround.
