Have you managed to sort this out? As Arek said, billing support would most likely be able to assist with this. As for your subscriptions, your Org admin should be able to navigate and open https://admin.atlassian.com/ > Billing and check the status of your cloud apps under that organization.
Some subscriptions can be reactivated by following these instructions Reactivate a subscription 📖 but some require assistance from billing & licensing support 👆
