Hello @Akshay_Pal ,
The Bulk Upload option is not currently available when editing custom field options in Jira Cloud. This is a known product limitation.
Hi Akshay, for a long list like districts, the quickest native route is the REST API, which accepts many options in one call.
First find the field ID and context ID: go to Settings > Work items > Custom fields, open the District field's contexts, and note the IDs in the URL (customfield_XXXXX and the contextId). Then send POST /rest/api/3/field/customfield_XXXXX/context/{contextId}/option with a body like {"options": [{"value": "District A"}, {"value": "District B"}]}. It takes up to 1,000 options per request, and you can run it from Postman or a short script with an API token as a Jira admin.
If you'd rather avoid the API, the CSV import trick Arek linked also works: import a CSV with one dummy work item per option into a test space, map the District column to the field, and let the importer create the missing options. Afterwards delete the dummy work items.
Either way, review the option order in the context settings afterwards, since new options are added to the end of the list.
