Will the new Jira Capacity tool be customisable (for example change the 40 hour week) in future? Will it also have reporting capability?
A capacity concept already exists today — in Advanced Roadmaps (Premium/Enterprise), you can set per-person capacity in hours or story points per sprint, and it does respect a configurable working-days calendar rather than a fixed 40-hour assumption.

I would really stick to the suggestion from @Tom Ivkovic - since you are running the Preimuim Jira, you can use Advanced Roadmaps with a configurable calender.

On the two native questions: to my knowledge the Capacity tab still assumes a standard working week — per-person working hours aren't configurable yet, and Atlassian hasn't published a timeline for that or for deeper reporting. Their team has said the feature is actively supported but they can't share a roadmap, and they're steering people to the in-product "Give feedback" button — worth submitting your two use cases there, since that's how they're prioritizing.
What you can do today on Premium:
