Are you an Organization Administrator or Site Administrator? Atlassian limits who can open support cases for a given site to only administrators. If you are a non-admin end user you will need to escalate your issue to your Jira Administrators to have them open the case. If this is the case that is another explanation for the message you received.
It is unfortunate that currently the message says that the URL can't be found. If you are not an admin for the site then it would be more appropriate for the message to be something like "You are not an admin for this site. Ask your admins to submit the ticket on your behalf." I hope someday Atlassian will make that change in their support portal.
