This looks like the open Atlassian incident rather than something on your side. Since 27 August, around 04:22 UTC, Atlassian has been investigating issues with accessing products in some regions, affecting Jira Cloud, Confluence, and Jira Service Management. Before troubleshooting locally, I would:

* Subscribe to the incident for email or Slack updates
* Check admin.atlassian.com > System Health for your own organization
* Tell users to wait, since re-logging or clearing cookies will not help here
