does your org sync users from an identity provider (like for example Entra ID, Google Workspace,..) via SCIM, because if it does, the accounts have to be deactivated there, not in admin.atlassian.com :/

Have you tried the steps here?

You should cancel all your product subscriptions first.

Or make another user the billing administrator and have that person remove your Billing Administrator access.
