The message staes why.
Try another browser or incognito window, if this works clear your cache and cookies.
If not, try a different connection, like using your mobile as hotspot, then it could be a firewall issues if you use a company network.
Then check if all related IP's from Atlassian are whitelisted.

I would open the dashboard gadget and see how this is configured or copy the JQL to see what is in it.
If this issue is becoming more and more present in your day to day environment and you're willing to look at different options.
