Suggested Intents in Virtual Service Agent not suggesting Training Phrases in ITSM

Is anyone getting this error when trying to use the suggested intents?

I am seeing the exact same issue, I can create the phrases using Rovo but there is a lot of editing required. There are plenty of tickets in the system and the suggested Training Phrase states there are 18 Training Phrases but then I get the error above.

I reached out to suppoirt and they created a bug ticket.
