Forced UI changes, preview panel etc

Question

I want to understand who makes these decisions to play with layout and UI elements all the time without giving user the option to Opt-out of these random updates.

Its crazy that such a service keeps experimenting on business users. Seems like they are willingly sabotaging the biz.
