I have Any transition for IN Progress Status . Is there any way to stop moving to On Hold. Except On Hold I want to move to all other transitions. Can someone please suggest.

Yes, you can add the condition to the transition where users will be able to see the transition if they are meeting the conditions. You can find more about conditions here: https://support.atlassian.com/jira-cloud-administration/docs/configure-advanced-issue-workflows/
