Groups are not created within the Jira Cloud app . Groups are created at the Site level.

It requires Organization Admins access, or User Admin or Site Admin access depending on the type of user management experience applied to you Organization.

To create a new group:
Go to Atlassian Administration. Select your organization if you have more than one.
Select Directory > Groups.
Select Create group and follow the prompts.
As @Trudy P Claspill mentioned, groups are not created within the Jira Cloud app itself. In Jira Cloud, groups are created at the site / Atlassian Administration level instead. It also requires the appropriate admin permissions, such as Organization Admin, User Admin, or Site Admin, depending on your user management setup.

If you do not have those permissions, you’ll need to ask your admin to create the group for you.

In Jira, only site admins or user access admins or org admins can create groups.
Go to Settings → User Management → Groups → Create group, enter a name, and save.
In Jira Cloud, this is managed via Atlassian Admin (admin.atlassian.com).
