It means exactly that - you don't have permissions to create a page.
Those permissions are typically granted per space.
Contact your Confluence admin to grant you access. I'd start by asking your direct manager and/or contacting your IT department (chances are, they either are admins or know who is)

Entre em contato com o administrador do Confluence para que ele lhe conceda acesso. Eu começaria perguntando ao seu gerente direto e/ou entrando em contato com o departamento de TI (provavelmente, eles são administradores ou sabem quem é).

uma coisa que vale a pena verificar aqui é o modelo de permissões do Confluence.
Ser administrador não significa automaticamente ter todas as permissões em todos os lugares. No Confluence as permissões são aplicadas em diferentes níveis:
Por causa disso, alguém pode ser admin e mesmo assim não ter permissão para criar páginas em um espaço específico, se não tiver a permissão “Add page / Adicionar página” nesse espaço ou se a página pai tiver restrições.

Aja I'm Admin I should have access everywhere instantly.... Nope that's not how working in Modern Systems with hierarchy Permission Systems...
As Arkadiusz mentioned, it is important to verify the specific permission settings in Confluence that allow page creation.
Here are the areas that should be checked:
1. Global PermissionsNavigate to:Confluence Administration → Global Permissions
Verify that the user belongs to a group that has access to Confluence and basic permissions enabled.
2. Space PermissionsNavigate to:Space Settings → Space Permissions
Ensure the user or their group has the “Add Pages” permission in that particular space. Without this permission, users cannot create pages even if they are product admins.
3. Page RestrictionsIf the page is being created under a parent page, check whether that parent page has restrictions enabled. Space Admin can check this in Space Settings → Content → RestrictedPage restrictions may prevent users from adding child pages.
4. Group MembershipConfirm that the user is part of the expected Confluence group (for example:confluence-users or a custom group assigned to the space permissions).

Even if a user has product admin privileges, page creation can still fail if space-level permissions or page restrictions are not configured properly. I recently saw this problem as our Testing mentioned that they were not able to create a page, so checked all these permissions and found out what's actually restricting from creating a page!
Hi everyone,just to clarify and save us some time: when I mentioned I’m the admin and account owner, I meant that I’m fully aware of how IAM (Identity and Access Management) works.The issue here is technical: my user is already assigned to the correct group that should have permissions to create pages and perform other actions. However, it’s still not working. We need to investigate why these permissions aren't being applied despite the correct group configuration. Thanks for your attention.
We aware of that but....
You are on Free plan, that matters here, because Atlassian states that global and space permissions are not customizable on Free. So if there are old restrictions or a restrictive space setup, the problem may not be the group itself, but how those permissions are currently applied in Confluence.
Normally you giving Permissions to Space and thats it. There´s no much what can go wrong.
@Arkadiusz Wroblewski It didn't quite seem from the previous history that this was clear before I mentioned my understanding of IAM mechanisms. It felt like the focus only shifted after I brought it up. Regardless of whether a plan is Free or Paid, the core logic of Identity and Access Management should remain consistent and transversal across all environments. I hope my points are clear now.
