Get Started in Dashboard

I don't understand the "Get Started"!!

"Get started" is only by created a new user with admin premmissions?
How long time is "Get started" in Dasboard visible?
Is possible "Get stared" deactivate?

I think I need more permission => sysadmin, and I have only administrator.
