I just need clarification on whether a Jira / Confluence Premium client can add/purchase Atalssian Analytics and Atlassian Intelligence.

Atlassian Analytics is available only for customers on Enterprise plans as per this page:

There is a change request asking to make it available for Premium and Standard customers.
