Yes you can do this but Native Jira wont support this.You need to install third party plugins like Script Runner for this.

Natively it is possible to disable editing for an entire issue based on its Status, and to do so for a subset of fields for which Jira has already created a specific edit permission, such as the Assign User permission being needed to change the Assignee field.
That can be done with Workflow Properties.
