How can we Link all jiras from LL6s to "LL4 goals" in the same department? Different LL6s have different labels

I'd recommend checking the official article about the goals metric here: What is a metric?
There are two options when it comes to Progress 'part' — you can add a metric to track progress either manually (by updating the metric yourself) or automatically (by rolling up progress from sub-goals).
Manual: Create or select a metric, then update its value as you make progress.
Automatic: Link sub-goals with their own metrics; the parent goal’s progress will update automatically based on the average progress of its sub-goals
Note that this column is not automatically linked to the progress of Jira work items 👈There is a feature suggestion related to that: ATLAS-104: As an Atlassian Home user, I want to update the progress of a Goal automatically based on progress of linked Jira Issues
