These members in this Confluence space cannot upload files to the space even they have the edit access.

Have the user been granted permissions to add attachments, as this is a specific permission.
Only edit permission, won't grant htis.
Are they getting any errors?
Can you check the space permissions? There is an attachment permissions they might be missing.
