Unable to find transition screen feature in jira

Good day!
Welcome to Atlassian Community!

You can add a transition screen to the transition in the workflow following the below steps:

Navigate to Space settings > Workflows
Click on the transition where you'd like to add the screen
On the right side tab, click on + next to the Rules
Select All Rules > Show a screen as highlighted below and select the screen:

Is this a Team-managed project? The Team-managed projects do not have the ability to add transition screens.

To determine what type of project/space it is click the three dots next to the name in the panel on the left. The last two lines in the pop-up will identify the space type.
