I believe this use to be available in the non cloud version of Jira.

Yes, this is available in Jira Cloud.In the new issue view editor, you can add a collapsible section using the Expand macro.Just type /expand inside the Description field and select “Expand” from the menu. This inserts a collapsible block where you can hide or show content.
So even though the old wiki-style {expand} markup is not supported anymore, the Cloud editor does support collapsible sections through this built-in Expand option.

A funcionalidade de expandir/recolher (collapse) no campo Descrição já existe nativamente no Jira Cloud. Não é necessário ativar nada. A seta de expansão aparece automaticamente somente no campo padrão “Descrição”, quando o texto é longo o suficiente para ser contraído.
