We want to automate the updating of a custom field using API. Our Atlassian admins say that it requires Administrator privileges to update custom fields and that it would be a security risk. Is there any secure way to update a custom field? We do not want to rearchitect everything as assets.

Updating the value of a custom field on an issue does not require Jira Administrator.You only need Browser and Edit Issues permission in the target project and the field must be in scope (context) and on the Edit screen.
Administrator is required only to create the field, change its configuration/context, or add new options to a select-list field.

Yes you need admin privileges to update custom field values such as select options.
Using assets prevents this as you can delegate assets objects creation/update to various users.
Thanks Sam, yes, they want to add new options to it. It is a drop down list of customers.
In that scenario, the user will need to have Jira Administrator permissions.
Unfortunately, there are no alternative options available.
Thanks for the info Pier-Olivier. Yes, we want to update the custom field select options. The setup was built before the "Assets" acquisition by Atlassian.
