Do you mean billing contact?
In the billing information, there was a customer contact listed for each app, and it was challenging for me to determine where to reassign these rights. But I found the solution: Apps - Manage - three dots - manage customer contacts.Anyway, thanks for your help!
Thanks !They change so often that it is a nightmare to find things !Why it is not simply in the billing permissions ?Why doing simple when you can do complicated and wrongly documented

The accepted answer did not at all work for me. I needed to go into Billing / Manage Subscriptions / Show Free Apps / click on the individual subscription / `...` / Manage Customer Contacts.
