How can an agent have access to the Email This Issue admin page, without being Site Admin?

I want a group of users to have access to the "Email this issue" Administration page, in order to be able to examine incoming-outgoing email logs, BUT without being JSM Site Admin

The short answer is that they can't, that page is only available for App admins,

Thanks @Mikael Sandberg for the prompt answer. You mean it is only available for Site Admins, correct? Is there any alternative to restrict admins' permissions to only have the aforementioned access to ETI Admin page?

Correct, yes. And you would have to contact the app vendor to see if they have it on their roadmap to open up admin settings to project admins.
