I am trying to fetch the list of accessible resources (cloud instances) using the Atlassian OAuth 2.0 (3LO) flow with client credentials. However, even though my account is already connected to a Jira Cloud site, the /accessible-resources endpoint returns an empty array [].

The token request succeeds, and I receive an access_token.
access_token
Decoding the token shows valid claims.
However, calling <a href="https://api.atlassian.com/oauth/token/accessible-resources" rel="noopener nofollow noreferrer" target="_blank">https://api.atlassian.com/oauth/token/accessible-resources</a> returns an empty list ([]).
