In the Jira platform section of this week's release notes, there is the following item:

We often @mention people in a comment for the purpose of keeping them informed, so they are not expected to respond.
There may be other times that we @mention that same person where we do want a response, so we maybe don't want them to turn off this digest feature completely.
I presume this digest is in addition to the standard notification you get when someone mentions you, so you should already be aware of the comment.
Questions:
- Does reacting with an emoji count as responding, so the person will not get this comment in their digest? We don't need a bunch of replies to comments just for the purpose of meeting the response requirement.
- How often is the digest sent?
- Does the comment appear in the digest until there is a response of some sort?
- If everyone just turns this off, can we proceed as though this feature was never added?
- Is there a way to disable this feature for our Jira instance or does each user need to turn it off for themselves?
