Assign license for access to Jira/Confluence

Hi

I am curious if there is possible to create a role or exist a role already that allow me to assign JIRA license to users to access JIRA platform without being super admin.

I want to know if I can create a role or there exist a role that allow to assign JIRA license without having super admin role in JIRA.

Yes, this user admin role will not have site admin or Org admin permission. But only will be able to manage user access. Thanks!

Can I create a custom admin role that allows license assignment but doesn't include all the permissions of a global or organization admin?
