You just need to select a Staging site on Step 3 of Connecting to Google Calendar:
To get to the setup screen for Google Calendar: Go to admin.atlassian.com. Select your organization if you have more than one. Select Apps > AI settings > Rovo Under Activated sites, next to the site you want to connect, select Add connector

I tried this in prod. It 's not allow for step1.
Next, to configure Google Calendar:
Log in to your Google Admin Console, navigate to Menu > Security > Access and data control > API controls > Manage Domain Wide Delegation.
Select Add new.
Copy the client ID from the Atlassian Administration Google Calendar setup screen and paste it into the Client ID field in your Google Admin Console.
Copy the OAuth scope URL from the Atlassian Administration Google Calendar setup screen and paste it into the OAuth scopes (comma-delimited) field in your Google Admin Console.
