Project Admin with Edit Workflow Permission doesn't have the Edit button when viewing the Workflow

Question

Why wouldn't a Project Admin with Edit Workflow Permission have the Edit button when viewing the Workflow (When viewing ticket, then clicking 'view workflow' when viewing the status list)?

* Business Project
* User is Project Admin. Project Admin is listed for "Edit Workflows" in Permissions.  I also explicitly added the user.
* Workflow is used for 1 project only.  
* Workflow is not a default workflow.

User goes to view workflow and there's no Edit at the bottom right.

I was able to have the user try to go to Project Settings > Workflows and the edit button is there.

Is the user able to edit the workflow by going to Project Settings > Workflows, and seeing the Edit workflow option under the Actions column?

Sorry forgot those details:

* Workflow is used for 1 project only.  
* Workflow is not a default workflow.

The workflow may be shared across multiple project ? Could it be the case ?
