User notification settings

Question

I have a question do regular users in jira have access to notification settings similar to what is show in the screenshot below?

We have a user trying to setup notifications and he is not seeing these settings found in the screenshot. Do they need to have a specific permission for that project or JSM wide?

These are the user's personal settings to configure how they want to receive notifications. Each user has this option, and these preferences overwrite the notification configuration done by the admins at the project level.

Example, in your screenshot, you have unchecked "you make changes to work items". So you'll not be notified when you update a work item, even if the notification scheme is set to trigger a notification.

Anecdotally speaking, I am nothig "special" realtive to the ecosystem instance and I see the options (gears near my profile).     So if they are a jira user, I would assume they should
