If there is any incident recorded, I want to sent out group communications to business.
What would be the best approach. If there is a chance to create customised button, by clicking on it send the group communications .

I guess you want to notify those group through e-mail.
You can't create a customised button, but you can implement an automation that send email.
The automation trigger should be:manual trigger from issue - https://support.atlassian.com/cloud-automation/docs/jira-automation-triggers/
Automation action: send email to a distribution list or list of email accounts.
There are other ways to implement this kind of communication, through a status page or automatically through workflow
