The error message clearly states that you do not have the sufficient permissions. Did you check both?

* Deep Clone for Jira - Project Clone Global permission
* Browse Projects for the project you want to clone

If you are 100% sure that everything is ok in terms of permissions, I would recommend you create a ticket at the vendor help desk here:
