I am unable to find Create Look up table action under Jira Automation rule.

I am in Jira Cloud, yet the option is not available under the "Plus Add Advanced Component" option. Why is it? The image below shows the reference.

Welcome to the community.

Creating a lookup table is available, you will first have to add a branch then you can add the action for a lookup table

If this is not you case then just add the lookup table via the option add an action directly under the rule trigger.
