Is there the ability to use an If Then ELSE command with JIRA On Cloud?

I know this can be done with on-Premise edition, however with On-Cloud I need to go into a Workflow and decide if a particular field value is present then only allow a group of users to proceed.

There are very limited add-ons available in JIRA Cloud and having this kind of restriction requires an add-on.
