Is the backup & restore feature part of the JSM Standard & Confluence cloud license?

Welcome to the community.
Jira/Confluence have by the default the option to export the system and able to restore this as well.
If you re looking for an automated system, then you will have to revert yourself to the Atlassian Marketplace.
