Floating browser title bar - obscuring the page

Some of our users are reporting that the browser title bar (the main blue one) is floating and obscuring the page contents. Happens across multiple browsers. 

Anyone experiencing anything similar or know of a solve?

We have the new content layout enabled but not the new navigation.

Is this the same issue you are seeing? You could always contact the poster to see if they got any resolution or a Jira ticket created.
