In the past i was able to drag and drop tickets on a scrum board across Assignee swimlanes, it seems that i am unable to do that anymore.
Is that intentional or is there a setting to enable this feature?

As far as knew the drag n drop card feature should work as usual and below are some question related to that which was earlier discussed and that might help you thin case.

@Jose Jira’s native Scrum boards don’t support changing assignees by dragging issues between Assignee swimlanes. Swimlanes are just visual groupings, and dragging issues there won’t update the Assignee field automatically.
If you could drag and drop to reassign issues before, it was likely due to a Marketplace app or custom plugin you had installed.
In short:
This behavior isn’t built into Jira out-of-the-box, and there’s no native setting to enable it. To regain this functionality, you’d need a third-party app designed to support drag-and-drop assignee changes on boards.
