@Suman Vaishnav The users/group must have Add permissions for Attachments in the space.

* Select Space settings > Space access > Users (OR Groups if your users are members of a group OR Guests if the users have Guest access to the space)
* Locate the user or group in the list.
* In the Attachments column, turn on Add.
