How can we achieve the same outcome programmatically without requiring the users to use the UI to generate the charts off of the data table?
I used to publish data tables and their associated charts automatically to Confluence using the APIs. I can't find any documentation explaining how to achieve the same once the charts macros will be gone?

There is no substitute at the time being. May be look for an Atlassian Marketplace App.
