I want to be able to view all open issues across all projects. How can I do this?
Search based on status in the issue navigator?
status = Open should be enough if you are using Advanced Searching using JQL.

resolution = unResolved will get you all issues that are not resolved but could be in other statuses like "In progress" as well.
after that you can save filter and use it in gadget on your dashboard
