My issue.statuscategorychangedate is in EDT. In automation when I try to convert it to UTC like this {{issue.statuscategorychangedate.convertToTimeZone("UTC")}} it is not working.
What is the right way to convert time from one timezone to another?

The convert to timezone part in your smart value is correct as defined here. However, it appears that the Status category changed date isn't supported in automation.
