Migrating jira project from cloud to cloud

I am trying to migrate one project from Jira Cloud to another instance of Jira Cloud.

I have come across this ticket which mentions a

Jira Cloud Migration Assistant

I have tried following instructions, finding the app, but to no avail.

Can someone please help me find the above app so i can use it or provide further information about it?

Or can someone help in pointing me to a tool that can help migrate a single project from Atlassian that does not cost any extra? Thank you.

You’re on the right track with the Jira Cloud Migration Assistant (JCMA), but unfortunately, it’s not designed for migrating a single project between Jira Cloud instances—it is primarily for moving entire Jira Cloud sites to another Cloud or Data Center.

Options for Migrating a Single Jira Cloud Project

Jira Cloud Migration Assistant (JCMA)
- This tool is available only for migrating entire sites, not a single project.
- If you want to try using it, you can install it by:
  1. Going to Jira Settings > Apps.
  2. Searching for Jira Cloud Migration Assistant.
  3. Installing and running the tool.
CSV Export & Import (Free)
- If you need a free method, you can export the project data as a CSV and import it into the new Jira Cloud instance:
  1. Go to Jira Issues > Search for issues.
  2. Use the JQL filter to retrieve all issues from the project.
  3. Click on Export > CSV (All fields).
  4. In the new instance, go to Jira Settings > System > External System Import > CSV.
  5. Map the fields and import.
Jira REST API (Technical Method, Free)
- You can use Jira’s REST API to extract and re-import project data programmatically.
Third-Party Apps (Paid)
- Some apps in the Atlassian Marketplace can migrate a single project, but they usually require payment:
  1. Project Configurator for Jira
  2. Configuration Manager for Jira

Yep, the Jira Cloud Migration Assistant (JCMA) is a solid place to start—but it comes with a few caveats.

Here’s what to keep in mind:

Field templates need to be same for that project in both Jira instances
Team in source Jira won’t be able to work on issues till the time migration is going on. There will be hidden cost of downtime.

I was able to keep working on the source Jira during the migration. However, the limitation was that automations were not copied.

The Jira Cloud Migration Assistant is usually already built into the source site, so you won’t find it as a separate app to install on the target.

That said, as people have noted above, it’s not always the best fit for single project cloud-to-cloud moves.
If you go the manual route (CSV/export), you’ll might also lose some structure and config.

If you want to make that process smoother, something like Optimizer for Jira can help you first map out dependencies (fields, workflows, etc.) and clean things up before moving just one project between cloud sites.

Makes a targeted migration a lot less painful 🙂

Happy to be corrected on this but, to my knowledge, JCMA wouldn't cover you for a migration from a Cloud site to Atlassian Government Cloud (AGC). This would still, then, require custom processes or assistance from a consultancy partner.

As for our app, Optimizer - it does support Fedramp Cloud (AGC) instances, but this would be more for pre-migration cleanups and post-migration health checks and maintenance.
